Can a judge of a Summoner Skirmish event also play in that same event?

Ruling: A judge cannot play in a Summoner Skirmish while maintaining its required High OPL status. If a judge wants to play, the event must be run at Low OPL instead.

Nuances:

• Summoner Skirmish events are classified as Competitive (High OPL) and Local Event Store events
• While the restriction on judges playing only explicitly applies to Premier events or higher (and Skirmish is Local, not Premier), the High OPL requirement creates a separate constraint
• An event must be run at Low OPL if a judge is playing in it
