No. Tideturner's ability says "choose a unit you control at another location." If Hwei is on the same battlefield as Tideturner, he's at the same location — that choice is illegal, so you cannot pick him.

Even setting that restriction aside, the swap would be a pointless same-location exchange (both would end up on the same battlefield they started on), which wouldn't constitute a meaningful zone-change move for Hwei's trigger.

If you want to move Hwei with Tideturner, you'd need to play Tideturner from hidden at a different battlefield (e.g., Battlefield B) and target Hwei at Battlefield A — that would swap them between locations and trigger Hwei's "When I move" ability.
