Answer

Yes — if Vex Apathetic is at a battlefield, any opposing Sprite token unit played gets stunned.

The Vex ability also carries the "can't move it this turn" restriction.

Hmmm, I think it’s correct but this part confuses me: “ The caveat: this only works for effects that use the word "play." Tokens that are simply "created" or "put onto the battlefield" don't trigger Vex.” Does somebody have an example for this?

"Create" is a future planned keyword for tokens, which isn't in the rules yet. "Put onto the battlefield" is simply a MTG term that doesn't appear anywhere in Riftbound
