If I rebuttal a Star-Crossed, can I select two enemy units? And then it tries to do as many as it can and will only return one?
When you play Rebuttal and pay the [A], you can choose any number of targets or modes to make new choices for. The rest remain the same.
If you are remaking choices in this way, any choices you choose NOT to remake must be legal choices. You can't choose to have some but not all choices be legal choices. Of course, you can always choose not to make new choices. In that case, any of the current choices will remain in their current state, whether that state is illegal or not.
For Star-Crossed + Rebuttal:
You can target the same units that were previously targeted, and in some cases you will need to. These are new friendly and enemy units so they are not the same as before. For example, if you Rebuttal a Star-Crossed, pay the A and do not change targeting, Star-Crossed will mistarget both units when it resolves as they no longer meet the enemy and friendly unit targeting requirements.
Additionally, if you remake any choices, you need to remake all currently illegal choices. You can't choose to retarget one part of Star-Crossed and not the other to get only part of it to mistarget.

Riftjudge mistake on a weird ruling with partial Rebuttal retargeting.
You can partially change the available choices. But keep in mind that when you take control of the spell, friendly and enemy referents are reversed. So, the friendly unit they targeted is now enemy to you so it will mistarget if you don't change the choice. You can change the enemy unit they targeted (one of your units) to another one of their units (it is enemy to you). Only this unit will be returned to hand on resolution. This is best explained using an example: If your opponent has units A and B and you have units C and D. If they cast Star-Crossed targeting A and C. You can Rebuttal it and move the target from C to B. This will make A mistarget and resolve to nothing and only bounce B back to hand.
