Answer

Yes. Shuriken Flip's "move a friendly unit" is spell-move, not a Standard Move, so the Ganking restriction doesn't apply.

Ganking (Rule 810) only adds the battlefield→battlefield option to the Standard Move action (Rule 144.4.c). When a spell or effect moves a unit, it has none of the Standard Move limitations — no exhaust cost, no Ganking requirement, no Base↔Battlefield restriction (Rules 449–449.2; FAQ #3806, #5378). So you can flip a friendly unit from one battlefield to another freely, as long as the destination isn't an invalid one (e.g., a battlefield with 2 other players' units, Rule 449.2).

One caveat: "move a friendly unit" is a required target, so if you have no friendly unit in play at all, the spell is unplayable (FAQ #11682). The "Deal 2" half is optional ("up to one"), but the move is not.
