1. Empowering doesn't require the target to have the Empower keyword or any Empowered ability. Empower is a game action that gives any on-board game object (unit, gear, or legend) the Empowered status — it's a binary state any game object can hold (Rule 441.1–441.2). The status does nothing on its own; it only matters if another effect references it. The only restriction is the target can't already be Empowered (Rule 441.1.b–c). So Tornado Warrior can empower anything at its battlefield, even a vanilla card.
