If I play Divine Judgment, I'd rather recycle my remaining runes over 2 (other than the ones used to pay for Divine Judgment itself) for power rather than no effect. Can I wait to see if my opponent responds to Divine Judgment with something like Abandon before doing so? What if they recycle their own runes for power?
Ruling: No — you can't wait for your opponent to pass. After Divine Judgment finalizes, you hold priority first; if you pass and they pass, DJ resolves immediately (Rule 339.1), and no abilities can be activated once resolution starts (Rule 158.3) — your extra runes just get recycled for nothing.
To guarantee the power, recycle your excess runes while you still hold priority right after playing DJ, or even while paying its cost (Add-resource Reactions are allowed then, Rule 357.1.a). Preemptive recycling is safe: if DJ resolves you got power instead of nothing, and if it's countered you still keep the floated power (FAQ #2638).
If they do respond, you get a fresh window. If they recycle their own runes for power, those abilities resolve immediately, DJ stays on the chain with no pending items, and priority returns to you — so you can then recycle your own runes before DJ resolves. Same if they play Abandon: after it finalizes you get priority again and can recycle in response (though DJ is being countered at that point).
