Ambush is functionally "I have [Reaction] as long as I'm being played to a battlefield where you control Units" (Rule 822.1.b). Since Reaction is a referencable characteristic (Rule 813.4–813.5), Mystic Vortex sees Rengar as a card with [Reaction] while he's on the chain via Ambush, and its "cost [A] more" applies as a cost increase during step 3 (Rule 356.3). This is true even for Rengar's special line — "I can [Ambush] to a battlefield where there are enemy units" uses the Ambush verb and its permissions (Rule 822.1.d) — so the extra power is due.
