If TB targets the green attacker: No — Teemo's flip effect only triggers once. His "When I defend" trigger already fired when combat began, and per Rule 383.4.f.2.a, defend triggers are checked only once per combat. TB banishing and replaying the attacker doesn't end or restart the combat — the Showdown continues. So Teemo's single trigger resolved first (attacker's Mask goes on the chain first, defender's trigger last; LIFO means Teemo resolves before Mask's +1, per FAQ #11357).

If TB targets Teemo: Yes — Teemo triggers twice. Banishment makes him a new game object; when he's replayed, he gains Defender designation during the next Cleanup (first time for that new object in this combat), so his defend trigger fires again. His first trigger still resolves before Mask's +1, but the second trigger comes after the initial chain (including Mask's buff) has resolved.
