If a player forgot to put battlefield and draw starting hand.. judge try to shuffle their hand to deck and opponent reject it since its advantegous if he draw bad hand, how the judge resolve in high opl?

The opponent is right — the judge should not shuffle the whole hand back and redraw, because that hands the erroring player a free mulligan at high OPL. The correct remedy is a minimal Deck Presentation Error fix (TR 703.4), not a rewind (TR 701.5).

The battlefield card is removed from wherever it is — out of the hand if it was drawn, or out of the deck — and placed in the Battlefield Zone. If it was in the hand, that one card is replaced by a random card from the randomized portion of the deck, and only that portion is shuffled (TR 701.4.a). The rest of the hand is untouched, so no redraw advantage exists. This mirrors the champion-in-deck ruling (FAQ #4469), which fixes the zone error without rewinding the draw.

Penalty at high OPL: Warning if the erroring player self-reports; Game Loss if the opponent or a spectator caught it after opening hands were drawn (TR 703.4.b.3). The downgrade for forgotten setup cards only exists for the Chosen Champion (703.4.b.3.a) — it does not apply to battlefields.
