I can't find "Aurok General" anywhere in the Riftbound card database (no card, tag, or FAQ match), so I can't rule on that exact card's text. Assuming it's a passive that gives friendly units +2 Might, here's how the mechanics would work:

Does the +2 "always apply last"? No. The +2 sits in the Arithmetic layer (Rule 477.3). Within a layer, ordering is decided by dependency (Rules 478–479) — e.g., a doubling effect depends on flat bonuses and applies after them (FAQ #1998) — and otherwise by timestamp. Increases are always applied before decreases (477.3.e.1–2), but there's no rule that a passive +2 inherently goes last. One-shot +X effects snapshot at resolution; passives don't and get re-evaluated on every layer recheck (Rule 476).

If it's copied, another +2? Copy effects only copy copyable traits — the printed text and base stats (Rule 477.1.b.1.a). So a copy would inherit the printed +2 passive and would supply its own +2 (two copies = +4 to units they both affect). But any +2 that was granted to the original — from a spell, buff, or attached gear — is not a copyable trait and the copy gets none of it (FAQ #10049, #10887).
