Yes — two Recruit tokens are played, and both land at that battlefield.
Each attached Eye of the Herald appends its own copy of "When I move, play a 1 [M] Recruit token here" to the unit's rules text (Rule 718.3 / 434.1.c), and there's no limit on how many Equipment can attach to one unit (Rule 818.3.b).
