If i play Sanction to disempower something in response of a trigger at the end of turn, does the delayed trigger to empower trigger at my opponent end of turn or my future end of turn?

Neither — it won't fire at all. The "end of turn" moment is pinned to the beginning of the Ending Step (Rule 317.1.a), and by the time your Sanction resolves in response to an end-of-turn trigger, that moment for the current turn has already passed. Per Rule 359.3.e.16 (same principle as the Targon's Peak example), a delayed "at the end of the turn" ability generated during the Ending Phase after the step began is not generated, and its instruction is ignored. So the unit simply stays disempowered — nothing re-Empowers it at your opponent's end of turn, and nothing carries over to the end of your next turn. If Sanction resolves earlier in the turn (before the Ending Step), its delayed half fires normally at the end of that same turn.
