Yes — the Sand Soldier is gone for good, and it will not be played back.

Tokens can't exist outside the board or the Chain, so when Temporal Breach banishes the token it ceases to exist immediately (Rule 186.1). With nothing left to replay, the "its owner plays it to the same location" instruction can't be followed and is simply ignored (Rule 359.3.e.6). Your Soul Sword isn't banished — it just becomes an unattached Gear sitting at that battlefield and gets recalled to your base during the next Cleanup (Rule 457.1), so you keep it.
