Can i play disposal order recycling a card that was being to be chosen by opponent using fizz?

Yes — as long as you wait until the trigger is actually on the Chain.

Timing is the whole trick: you can't respond to Fizz himself, and you can't preempt the choice. Fizz is played, resolves onto the board, then his "When you play me" ability goes on the Chain and that's when your opponent picks (and locks in) the spell in their trash — targeting happens at finalization, not at resolution (Rule 352.4.b). Now that trigger exists, so you respond to it with Disposal Order (it has [Reaction], so it's legal in the Closed State).

LIFO resolves Disposal Order first — you choose that same spell, its owner recycles it, and Fizz's ability then finds its target gone. The instruction to play it is ignored, so nothing gets played at all. Your opponent doesn't get to swap in a different card.

Note the flip side: if you have to act before Fizz's trigger exists, you're out of luck — you can't name the card you suspect they'll pick.
