If I play temporal breach on my unit that is not the astral heron while my astral heron is already at a battlefield. Does the the unit that gets replayed considered the discounted card?
Yes — the replayed unit is the next card you play, so Heron's discount applies to it, but you get nothing out of it.
Temporal Breach plays the unit "ignoring its cost," which sets that unit's base Energy and Power costs to zero (Rule 356.1.b.1). Heron's discount then applies to a card that already costs nothing, and costs can't be reduced below zero (Rule 356.6) — so the discount is effectively spent and wasted, and it won't carry over to your next card. Heron's discount hits "the next card played (added to the chain and queued for finalization)" after the ability resolves (FAQ #11762), and the replay is that card.
One caveat: this only matters if Temporal Breach is your first card of the turn — otherwise Heron never triggers and there's no discount at all.

No — the replayed unit is the next card you play, but Heron's trigger didn't get the chance to resolve. Temporal Breach plays the unit "ignoring its cost," which sets that unit's base Energy and Power costs to zero (Rule 356.1.b.1). You have a pending chain item with the targeted unit and a cost reduction applied. Then once it resolves, you add a pending Heron trigger which needs to finalize as well. Finalize both, the unit enters on finalization the Heron trigger still needs to resolve. Once it will resolve, the next card played will indeed receive the discount.
