If I play temporal breach on my unit that is not the astral heron while my astral heron is already at a battlefield. Does the the unit that gets replayed considered the discounted card?

Temporal Breach plays the unit "ignoring its cost," which sets that unit's base Energy and Power costs to zero (Rule 356.1.b.1). You have a pending chain item with the targeted unit and a cost reduction applied. Then once it resolves, you add a pending Heron trigger which needs to finalize as well. Finalize both, the unit enters on finalization the Heron trigger still needs to resolve.
Once it will resolve, the next card played will indeed receive the discount.
