if i have soraka at base with a token recruit and i play cull the weak and i target my recruit ! soraka save my recruit token ?

Yes — Soraka saves it. She's alive at Base, the Recruit is "here" with her, and its 1 Might is less than her 4, so her replacement effect swaps its death for heal + exhaust + recall.

Small note: Cull the Weak doesn't actually target — each player chooses a unit they control as it resolves — but that doesn't change anything here. Since Soraka isn't dying at the same time, she sees the death and can replace it, and recall just leaves the token at Base, healed and exhausted (Rule 373.1.a). If Soraka were being killed by the same effect at the same time, she couldn't save it.
