If I have viktor in my base and soraka at battlefield with another unit if that unit would die will viktor get 1 recruit at base?

No — Viktor won't make a Recruit.

Soraka's ability is a replacement effect, not a trigger: it replaces the death event entirely ("if another unit you control here would die, if it has less Might than me, instead heal it, exhaust it, and recall it"). Since replacing the event is treated as the kill never happening (Rule 370.1.a.1), the unit never "dies," so Viktor's condition — "when another non-Recruit unit you control dies" — is never satisfied. This is the same reason Deathknell doesn't trigger on a unit Soraka saves (FAQ #1208).

Note the requirements still have to hold: the unit must be at Soraka's location and have less Might than her (so a Recruit, being 1 Might, would also qualify as "another unit" but it's excluded from Viktor anyway).
