Can i detach a guardian angel attached on a Green akali and attach to a scuttle if i use angle shot even if akali is not in combat?
Yes. Angle Shot has [Reaction], so it can be played any time — combat isn't a requirement — and it lets you choose any unit and any Equipment with the same controller, then attach the Equipment to that unit.
So you choose Scuttle Crab (a unit you control) and Guardian Angel (Equipment you control), and attach it. Attached gear is still a legal choice for effects like this even though its own Equip ability is inactive while attached (FAQ 6189).
Akali's "can't be chosen by enemy spells and abilities unless I'm in combat" is irrelevant here: you're not choosing Akali — you're choosing the Scuttle and the Angel.
