Answer

The Ending Phase is the two-step wrap-up of your turn (Rule 317).

Ending Step — "at the end of the turn" effects fire here. Abilities like Annie's or Dazzling Aurora's triggers go on the Chain and resolve through normal FEPR, so opponents can respond with Reactions only because a Chain exists — not because the phase changed.

Expiration Step — an Ending Special Cleanup runs, inserting: all units heal all damage, all "this turn" effects expire simultaneously, and every player's Rune Pool empties (unspent Energy and Power are lost). If any items went through FEPR during this step (e.g. a trigger fired), you loop back to the start of the Expiration Step and do it again (317.2.f). Once clean, the next player in the turn queue becomes the Turn Player.

One quirk worth knowing: that heal is global — every unit in play heals, including ones at Base that never fought. Also, since the Expiration Step loops, damage dealt by a trigger resolving there doesn't carry into the next turn.
