If I play Sanction on Steel Paws, does it trigger Nasus legend?

Answer

No — playing Sanction doesn't trigger Curator of the Sands (Nasus).

Nasus's legend ability cares about "a unit, gear, or activated ability with Energy cost [7] or more." Sanction is a 3-Energy Reaction spell, so it doesn't qualify on either count (even the Deflect surcharge is Power, not Energy).

The thing that does trigger Nasus is Steel Paws's own activated ability — [Empower] [7]: Empower me — which is a 7-Energy activated ability (FAQ #12342). One practical warning: since Steel Paws can't activate Empower while already empowered, using Sanction's first mode to empower Steel Paws locks you out of the [7] activation that turn, so you'd miss the Nasus trigger entirely unless it's already been used.
