When both players pass in priority, what happens to the chain?

Answer

If both players pass priority in sequence without adding anything, the Chain moves to Step 4: Resolve — the newest Finalized Chain Item resolves in full (Rule 339.1, 340.1).

Then it repeats: if items remain, the next-newest resolves after another pass-pass sequence; if the Chain is empty, play returns to an Open State. One caveat — when the Chain empties during a Showdown, Focus passes to the next player in turn order, but it does not if the Chain was opened by a triggered ability or an Add-resources ability (Rules 340.2.a, 346.1).
