Yes — but it's not a choice: the Rift Herald's Deathknell always sits on top of Heedless Resurrection and resolves first.

Because the kill is an additional cost (paid while finalizing the spell, not part of its resolution), the Deathknell trigger goes on the chain above the spell and resolves before it (FAQ #6068). So: you kill the Herald, play a unit from hand to your base ignoring its Energy cost (still paying Power), and only then Heedless Resurrection resolves and you play the chosen unit from your trash.

One caveat: you can't bring back the Herald you just killed — targets are chosen before costs are paid, so it must already be in your trash when you play the spell (FAQ #9523).
