Answer

Yes — Not So Fast can counter Amateur Recital's hold trigger, as long as the ability chooses one of your units.

Amateur Recital is a battlefield with "When you hold here, you may move a unit at a battlefield to its base." That's a triggered ability that goes on the chain, and because it makes the holder select a specific unit to move, that selection counts as choosing it (FAQ 8771). So if your opponent holds Amateur Recital and chooses your unit, it's an enemy ability that chooses a friendly unit — exactly what Not So Fast's Reaction window is for (FAQ 11189).

Nuances: it must choose a unit friendly to you. If the holder moves their own unit, or the ability targets nothing of yours, Not So Fast has no legal target and can't be played. Also note only the ability is countered — Amateur Recital stays on the battlefield, and it can still trigger again the next time they hold it.
