does "Back off" still allows opponent to draw if i counter it using Defy. he played it from hand

Answer
No — if Defy counters Back Off, Back Off never resolves, so your opponent draws nothing and no unit gets Stunned.
Countering removes the card from the chain and it does nothing at all: none of its instructions are carried out (Rule 426.1.a, same as FAQ #5046). The Stun fails along with the draw, since both are part of the same resolution. It being played from hand doesn't change that.
One thing to double-check: Defy looks at the printed cost, so Back Off (3 energy, no power) is a legal target even if they paid 0 for it via Hidden.
