if my opponent moves in with a unit with eye of the herald and i gust it, does he get to make a unit from eye of the herald?

Answer
No — if you Gust the equipped unit in response to the move trigger, no Recruit token is created.
The move trigger goes on the chain, and Gust resolves first, returning the unit to hand. When the Eye of the Herald trigger tries to resolve, the unit is no longer on the board, so "here" has no location — the instruction is ignored and nothing is played (Rule 359.3.e.12; FAQ #9629).
Note the gear itself detaches and stays behind, but the token ability belongs to the unit, not the gear, so it fizzles along with the unit (FAQ #11340).
