Ruling: Ahri, Inquisitive's triggered ability does target and will trigger Deflect, but you may choose not to pay the Deflect cost. When you decline to pay, the triggered ability will not go on the chain.

Nuances:

• Deflect is a mandatory cost for spells and activated abilities, but for triggered abilities you can opt not to pay
• Ahri, Nine-tailed Fox (the legend) does not target, so this ruling does not apply to that card
