Are combat cleanup and end of turn cleanup subject to the effects of 'Cleanup' (such as chain items not resolving, legal items not executing, priority and focus not passing), or are they only cleanups when a special cleanup is invoked?

Ruling: Combat cleanup and end of turn cleanup are NOT Cleanups (capital C) as defined by the cleanup rules. Only the special cleanup steps (like 440.1.a) that are explicitly numbered as cleanup steps count as actual Cleanups.

Nuances:

  • The fact that the section heading contains the word "cleanup" does not make all steps within it subject to Cleanup rules
  • Steps that are Cleanups are clearly identified by having cleanup step numbers
  • This creates some edge case problems in the rulebook that may need future clarification or errata
  • Until official clarification, tournament rulings on related edge cases are up to the head judge
