Ruling: You will have no opportunity to activate Sun Disc during this sequence. Sun Disc requires an Open Neutral state, which won't occur until after Flame Chompers enters play.

Sequence:

• Chemtech Enforcer is played and resolves immediately
• Chemtech's ability (the discard) goes on chain
• As you resolve the discard, you can pay for and add Flame Chompers as a pending chain item
• Flame Chompers finalizes and enters play
• Only after this does an Open Neutral state occur where Sun Disc could be activated
