Answer

Ruling: When an ability requires you to discard but you have no cards in hand, the ability still resolves but you do as much as you can (DAMAYC). For Jinx, nothing happens. For Zaun's trigger, you don't discard but still draw 1 card.

Sequence:

  • The ability goes on the stack and creates a reaction window for both players
  • When it resolves, you perform as much of the effect as possible
  • Any parts you cannot do (discarding with no cards) are skipped
  • Any parts you can do (drawing) still happen

Nuances:

  • The ability still finalizes and creates a reaction window even if you cannot fully perform its effects
  • "Do as much as you can" (DAMAYC) principle applies - you perform the parts of the ability that are possible
