Answer

Ruling: After Siphon resolves, both the War Camp's +might buff and Siphon's -might debuff are applied simultaneously as continuous effects. The units do not return to their War Camp-buffed stats; instead, the effects stack (e.g., +1 from War Camp and -1 from Siphon results in the original base stat).

Sequence:

  • War Camp gives +1/+1 to units (2/2 Recruits become 3/3)
  • Siphon resolves, giving +1/+1 to one side and -1/-1 to the other
  • After Siphon, both War Camp's buff and Siphon's debuff apply continuously
  • The affected units calculate as: base stats + War Camp bonus - Siphon penalty

Nuances:

  • The effects apply "symmetrically" - both modifiers remain active simultaneously rather than one overwriting the other
  • In the example given, 2/2 Recruits with War Camp would be 1/1 after Siphon (base 2 + 1 from War Camp - 1 from Siphon = 2, but the calculation shown suggests they become 1/1)
