Ruling: Priority is determined by whether the chain is empty or not, whether it's during a showdown, and if during a showdown, whether it's the initial chain or not. When a player has priority, they can play multiple reactions to the chain before passing priority to the next player.
Sequence:
- Not during showdown, chain empty: Current player whose turn it is gets priority
- Not during showdown, chain not empty: Owner of the next effect on chain gets priority
- During showdown, initial chain resolving, chain empty: Attacker gets focus and priority
- During showdown, initial chain resolving, chain not empty: Owner of the next effect on chain gets priority
- During showdown, not initial chain, chain empty: Owner of the most recent effect passes, and the next player gets focus and priority
- During showdown, not initial chain, chain not empty: Owner of the next effect on chain gets priority
Nuances:
- When a player has priority and plays a reaction, it doesn't immediately pass to the other player - the active player can play multiple reactions onto the chain and only passes priority once they choose to pass
