When does targeting occur for spells and abilities in Riftbound?

Ruling: Targeting occurs when you finalize a spell or ability on the chain (when you add it to the chain). If a target becomes invalid, you do not redeclare targets - the spell resolves with no effect.

Nuances:

• Cards with "Do this:" wording create reflexive triggers that are separate chain items from the original spell, and these triggers declare their own targets when they finalize
• Falling Star and Icathian Rain work differently because their damage instructions become separate triggers on the chain that target independently
• Singularity does not work this way - it targets normally when the spell itself is added to the chain
• Reflexive triggers must target something valid if able, even if it means targeting your own units
