Answer

Ruling: The next player (opponent) takes the next turn after the current turn ends.

Sequence:

  • Both players' Time Warp spells are put into the chain via Promising Future
  • The opponent's Time Warp resolves first (since Promising Future puts spells into the chain starting with the player right after the caster)
  • The caster's Time Warp resolves second
  • At end of turn, the game effects occur, and the last Time Warp resolved (caster's) takes effect first
  • Therefore the opponent takes the next turn

Nuances:

  • There is disagreement about the exact mechanism (whether it's based on effect ordering or resolution ordering)
  • The card is awaiting errata and there may not be a definitively "right" way to play it currently
