Does Falling Star count as 'target with a spell' for effects like Dreaming Tree?

Ruling: Falling Star itself does not target. The reflexive triggers from Falling Star do target, but these triggers do not count as spell targets.

Nuances:

• Falling Star still requires paying for Deflect when targeting
• If you choose the same target twice with Deflect, you must pay twice for Deflect
• You cannot use Kaisa Head's ability for the reflexive triggers (though you can still use the 2 memory on Falling Star itself)
