Ruling: Ahri, Nine-Tailed Fox does not target and therefore does not trigger Deflect. Ahri, Inquisitive does target and must pay for Deflect. Nine-Tailed Fox triggers alongside the attacker's triggers, while Ahri, Inquisitive triggers after.

Sequence:

  • Fiora attacks
  • Initial chain: Nine-Tailed Fox attack trigger (not paying for Deflect) and attacker's triggers go on chain (attackers' triggers first)
  • Ahri, Inquisitive triggers (paying for Deflect)
  • Resolve chain

Nuances:

  • Nine-Tailed Fox doesn't target because there's no choice involved - it affects all attacking units automatically (triggering once per attacking unit)
  • Ahri, Inquisitive targets because it can only affect one unit out of possibly many, requiring a choice to be made
  • Nine-Tailed Fox triggers multiple times (once per attacking unit) and each instance resolves independently
