Are the effects of Ahri Legend and Ahri Inquisitive considered targeting effects, and do they require paying Deflect costs (e.g., against Volibear Furious with Deflect 2)?

Ruling: Ahri Inquisitive targets and requires paying Deflect costs. Ahri Legend (Nine Tails) does not target.
Nuances:
- The distinction is that Ahri Legend's effect triggers on "when an enemy unit attacks" - anything part of the trigger condition doesn't target
- Ahri Inquisitive says "give an enemy unit" which requires targeting
- If you have no runes to pay for Deflect cost, Ahri Inquisitive's effect doesn't work
- With current wording, you are forced to select a target and pay Deflect costs even if you don't want the effect to trigger
- The FAQ mentioned that most triggered targeting effects will be errata'd to say "may", but even with "may" wording, you must still target and the trigger goes on the chain as long as you can pay costs (including Deflect)
