Answer

Ruling: Yes, you can use Dragon's Rage to move a unit even if there is no enemy unit at the destination.

Sequence:

  • Choose an enemy unit to move (this is the only target chosen at activation)
  • Move that unit
  • Then, if there is an enemy unit at the destination, that unit takes damage

Nuances:

  • The second part (choosing another enemy unit at destination) uses "then" and cannot be targeted when the card is cast, since "move" doesn't include targeting the location
  • This is considered "reflexive targeting" - the second target is only determined after the move occurs
  • The developers are aware this is a problem card and the ruling may be subject to change
