When does Forgotten Monument ('Players can't score here until their third turn') allow players to start scoring?

Ruling: Players can start scoring on their third turn. If you move into Forgotten Monument on your second turn, you can hold it but don't score. On your third turn, you would score the point for holding at the start of that turn, or you can wait and conquer it on your third turn to score that way.

Nuances:

• Forgotten Monument prevents scoring entirely (not just scoring points), which means you never conquer or hold and thus don't activate "When I conquer" or "When I hold" effects during the first two turns.
• "Not scoring" and "not scoring a point" are different mechanics in the game.
