Answer

Ruling: Players can choose units, gear, and runes controlled by other players (not just their own), but can only choose cards from their own hand. Choices are made by the active player (the person playing Divine Judgment) first, followed by other players in turn order. Players may choose the same targets that other players chose. Players must choose 2 targets of each type if they are able to.

Sequence:

  • Active player (who cast Divine Judgment) chooses first
  • Other players choose in turn order
  • Each player chooses 2 units, 2 gear, 2 runes (from any player), and 2 cards from their own hand
  • Recycle everything not chosen

Nuances:

  • In a 1v1 scenario where the Divine Judgment caster has no permanents, they must choose 2 of their opponent's units and 2 of their opponent's gear first, then the opponent can choose to keep their remaining permanents by selecting them
  • Cards in hand can only be chosen from the choosing player's own hand, unlike units/gear/runes which can be chosen from any player
  • The turn order rule for multiple players making choices comes from the same rule that applies to cards like Cull
