Answer
Ruling: When a stat is debuffed to minimum 1 and then receives a buff, the buff applies normally to the debuffed value. The minimum 1 floor only applies when calculating the debuffed value, not when adding subsequent buffs.
Sequence:
- First, the debuff reduces the stat (minimum 1)
- Then, any buff adds to that debuffed value
- The result can exceed 1
Nuances:
- The minimum 1 rule prevents stats from going to 0 or negative from debuffs, but does not cap the stat at 1 permanently
- Buffs and debuffs stack; they don't override each other
