Answer

Ruling: Icathian Rain is played, players can react, then it resolves by putting 6 reflexive triggers on the chain. You pick targets for all 6 triggers at once (paying deflect costs if applicable), then each trigger resolves individually with reaction windows between them. Once targets are selected, they cannot be changed.

Sequence:

  • Play Icathian Rain
  • Players can react
  • Icathian Rain resolves, putting 6 reflexive triggers on the chain
  • Pick targets for all 6 reflexive triggers
  • Pay additional cost for each trigger targeting an enemy unit with deflect
  • Players can react
  • First trigger resolves dealing 2 damage
  • Players can react
  • Second trigger resolves dealing 2 damage
  • (Continue pattern for remaining 4 triggers)

Nuances:

  • If units are bounced before Icathian Rain resolves (step 2), the caster must choose from remaining valid targets when selecting targets for the reflexive triggers
  • Once targets are selected for the reflexive triggers, they cannot be changed even if the target becomes invalid
  • If a target is removed after being selected, the trigger targeting it simply does nothing (whiffs)
  • You can target the same unit with multiple triggers, even if one trigger would kill it
  • If you target your own unit with deflect, you must pay the deflect cost
