Ruling: Icathian Rain creates 6 separate reflexive triggers that can each target the same unit or different units. You can target a unit multiple times even if it would receive lethal damage from earlier triggers (e.g., you can target a 1 might recruit twice with Icathian Rain).

Sequence:

  • Icathian Rain is played and resolves, creating 6 reflexive triggers
  • You pick targets for all 6 reflexive triggers (targets can be the same or different units)
  • If any trigger targets an enemy unit with deflect, you must pay the deflect cost or that trigger fails to finalize
  • After all targets are chosen, players can react
  • The reflexive triggers resolve one at a time in reverse order (6th, then 5th, etc.), with each dealing 2 damage
  • Players can react between each trigger resolution

Nuances:

  • Reflexive triggers are not linked to each other
  • You cannot retarget after initially choosing the 6 targets
  • Nothing forces you to target a specific unit like Machine Evangel; you can choose to target other units instead
  • Machine Evangel counters Icathian Rain not by forcing targeting, but by making the card ineffective when Viktor has few other units (since killing a 4+ might Evangel gives the opponent 3 new units)
