Does Defy target Sky Splitter's original printed cost or the modified cost after cost reductions?

Ruling: Defy looks at the printed cost on the card, not what is being paid. It does not take cost reductions into account.

Nuances:

• Cost reductions are only applied during the process of playing a card
• Everywhere else in the game, the printed cost counts
• This will likely be made more explicit in future rules updates
