Ruling: Yes, you still draw a card. The Dreaming Tree's ability goes on the chain when you target, not when the spell resolves.

Sequence:

  • When you target with a spell, The Dreaming Tree's ability triggers and goes on the chain
  • The Dreaming Tree's draw resolves before the spell that triggered it
  • Whether the target is valid when the spell resolves does not matter for the draw
