Ruling: When a player cannot or chooses not to pay the deflect cost for triggered abilities, those triggers are removed from the chain and never become chain items. The player can pay for as many deflect costs as they are able/willing, and the rest are declined and removed.
Sequence:
- Icathian Rain resolves and creates 6 triggers
- Each trigger goes up on the chain
- For each trigger where deflect is paid, the damage happens
- For each trigger where deflect cannot be paid or is declined, it gets removed from the chain before becoming a chain item
Nuances:
- Paying deflect costs becomes optional when the triggered ability would finalize on the chain
- If a player is forced to target a creature with deflect from a triggered ability, they can choose not to pay and the ability simply won't go onto the chain
