What's the difference between targeting and choosing in Riftbound? If Cull the Weak is played and a player kills their Irelia, was she chosen even though the card doesn't target?

Ruling: "When you choose me with a spell or ability" means "when [game object] is the target of a spell or ability you control." Cull the Weak uses the word "choose" but is not targeting any of the units.
