Ruling: Yes, you can react to Retreat with Stupefy. When you move in and combat starts, if the enemy gets focus and plays Retreat, you can play Stupefy before Retreat resolves.

Sequence:

• Retreat is played
• Opponent's draw from Dreaming Tree trigger goes on chain
• Stupefy is played in reaction
• Your draw from Dreaming Tree trigger goes on chain
• Chain resolves in reverse order: your Dreaming Tree draw resolves first, then Stupefy resolves, then opponent's Dreaming Tree draw resolves, then Retreat resolves
• After Stupefy resolves, opponent gets priority (they own the next link)
• You can react if they pass, using the card you drew from Dreaming Tree
