Can a Summoner Skirmish be run as Best of 1 with only 5 rounds of Swiss and no Top Cut?

Answer
Ruling: Yes, stores are allowed to run Summoner Skirmish events with Best of 1 structure, 5 rounds of Swiss, and no Top Cut if they choose to do so.
Nuances:
- While this format is permitted, it doesn't make for a very competitive event
- Many stores are not willing to give Riftbound tournaments the time they need for more competitive formats
