For Falling Star, do you choose targets one at a time (allowing opponent to react between the first and second damage), or do you choose both targets together upfront?

Ruling: You must choose both targets together upfront. While the reflexive triggers are put on the chain one at a time and resolve one at a time, you cannot react in between putting them on the chain - you can only react after all pending items are added to the chain.

Sequence:

• Falling Star is played and resolves
• Both reflexive damage triggers are created and put on the chain one at a time with targets chosen
• No reactions allowed between putting the triggers on the chain
• After all triggers are on the chain, players can react
• The triggers then resolve one at a time in reverse order
• Players can react after each trigger resolves

Nuances:

• This differs from the old rules where you couldn't react after each trigger resolved
• Targets are now chosen after the spell itself resolves (not when casting)
• You must counter the spell before targets are chosen, since you can only counter the spell itself, not the reflexive triggers it creates
• "When you play a spell" effects now trigger after the spell resolves but before the damage resolves
